"Mr President, preparations are under way in Cambodia for next year’s elections, and the EU, as the largest single donor and provider of development aid, now wishes to complain about the development of freedom of speech and democracy. In relation to the previous elections in 2009, the EU election observers reported that the Cambodian elections did not satisfy the international criteria for democratic elections and called on the Government to reform several electoral practices. Even the UN recently set out recommendations and guidance on necessary reforms. Another major problem is that, when freedom of speech also severely curtails political dialogue, there is no room for opposition parties to criticise even corruption or the management of land disputes. At the same time, official statistics are often secret, which obstructs public participation in political dialogue. It is now time for Cambodia to promote the principles of a State governed by the rule of law, to release the human rights activists it jailed in October and to tackle the arbitrary arrests and violence reported by human rights organisations."@en1
