Every citizen of an EU Member State, whenever they find themselves in difficulty in a foreign country where their own country is not represented, should be able to turn to the diplomatic and consular services of the other Member States or, failing that, to the Union delegation in that country. I would also like to see the Union delegations in third countries given the role of coordination between Member States, particularly as regards representing and assisting citizens in emergency situations. For these reasons I voted in favour of the report."@en1
