"I did not support this report, because, although it introduces minimum qualifications, it fails to impose the standards now required by new technologies. It refers, for instance, to the ‘Manila amendments’ to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, which will be applicable to all seafarers working in Europe, in the aim of improving safety within the profession. However, this Convention has not kept pace with the significant technological advances that have occurred with regard to ships and shipping. The report also fails to define clearly the working time applicable to seafarers. For these reasons, I decided to abstain from the vote."@en1
