"We are here sending a clear message to the Member States, which are obsessed with austerity therapies and disregard the need to invest in growth and employment by giving ourselves the budgetary resources that match our ambitions. It is highly regrettable that as Europe is given more and more responsibilities, the Member States – using the crisis as a pretext – are refusing to put their hands in their pockets. What the European Commission is proposing is still far less than we need to deal with the challenges posed by the crisis. It is an absolute minimum and we cannot go below it without risking affecting entire swathes of the European cohesion policy. The European budget, as I see it, must thus continue to be an instrument of solidarity. It is a trap to continue to believe solely in the sirens who support the budget cuts. Rather than taking a short-term view, we must see the European budget as a lever for growth and not – as the Member States see it – as a simple means of picking up a cheque to finance their national policies alone. Finally, it is clear that there can be no agreement on this budget without an agreement on own resources."@en1
