"Mr President, although the Burmese Government has implemented a series of measures over the past years to extend civil liberties, resulting at least in the freeing of political prisoners, it is still taking action that is inconsistent with respect for human rights. One such area is the treatment by the authorities of the Rohingya minority in Arakan state. A failure to recognise the rights of this ethnic group and the treatment of these people as illegal immigrants or stateless persons equates to clear discrimination within Burmese society, and it was this kind of treatment which recently led to a massacre. These events have also resulted in a humanitarian crisis in the whole region. In addition to restoring order, it is vital to conduct a reliable investigation into the violence, to take steps towards national unification, and to make constant efforts for a return to stability and democracy in the country.
First of all, arbitrary arrests of Rohingya should stop. I would expect the Burmese authorities to decide to cooperate fully with United Nations agencies. Assistance from European diplomacy would also appear to be necessary. A review of citizenship rights and extending them to the Muslim minority is a fundamental political step that the Burmese Government must now take. The issue of freedom of public information is a separate question. Journalists in Burma are still monitored by a government agency and barely 1% of the population has access to the Internet. This situation must change as quickly as possible."@en1
