"The problem with orphan works is that consent is required from the work’s copyright holder for any legal use of the relevant work. If the author cannot be found and consent cannot be obtained, the relevant work cannot then be used. As protection lasts for a very long time (the author’s lifetime + 70 years) and the number of works published continues to grow, these cases are being encountered ever more frequently. Ignoring the fact that, in general, these works are actually used more often without consent being requested, I think that, legally speaking, there is a problem that needs to be resolved."@en1
