"With this vote we are making the point that, although the Treaty of Lisbon is creating a new momentum in EU foreign policy by providing institutional and operational tools, its effectiveness and sustainability are being undermined by the ongoing financial crisis.
In order to bring its weight to bear internationally, the EU must not only ensure that its policies, actors and institutions are consistent, but it must also develop a real strategic concept of its foreign policy and provide the necessary personnel, as well as the financial and diplomatic resources needed.
Today we have sent Baroness Ashton a clear message. In times of growing challenges and limited resources, the European Union’s foreign policy must be strategic and forward looking. The new strategic framework for the EU’s external action must also be democratically legitimate. As Members of this House we have a vital role to play if EU policy is to gain the understanding and support of the people of Europe."@en1
