"Mr President of the Commission, it was very interesting to witness the speech of the man who is at present the second most powerful man in the EU after Mr Draghi, and I say that with no pleasure whatsoever. It is sad to see the destiny of the EU in the hands of a non-elected institution. I believe that the President has made some remarks that go in the right direction for constructing European democracy. Regardless of what form this may take, we must create a European democracy today, without changing the treaties, and for that reason I would like to make a very simple proposal: a democratic pact for the EU which does not merely ask the European parties to put forward their candidates, but above all establishes – and the Commission may already put money aside for this – a system of discussions between the 27 EU Member States. The first discussion should take place in a specific place – in Athens. Anyone who succeeds in carrying out that discussion in Athens and then in the 27 capital cities can be his successor."@en1
