"Mr Verhofstadt, we are always hearing in our capital cities how everything is Europe’s fault. Yet when I have been listening to you here, in Parliament, over the last three years, all I have heard is the same old thing: how everything is the fault of the Member States. It is all so simple. Maybe it is because you were Prime Minister of a Member State for ten years that you know all about the unscrupulous behaviour of national governments, but do you really think - and I have been a federalist for as long as you have - that there will be a federation in Europe against Member States which, may I remind you, have governments that have been democratically elected? I think that simply saying ‘It is the fault of the Member States’ in response to those who say ‘It’s Europe’s fault’ will get us nowhere"@en1
