"I voted in favour of a regulation of the European Parliament and of the Council amending Council Regulation (EC) No 1234/2007 as regards the regime of the single payment scheme (SPS) and support to vine growers. I agree that payment entitlements in the SPS should be granted for an indeterminate period and that funds allocated in the SPS should be known in advance so as to ensure predictability for farmers. Even more importantly, the amendment has to be seen in the light of the new CAP proposal for direct payments (Article 25) which, on the one hand, provides for vine growers to obtain payment entitlements for wine areas – while still being allowed to benefit from the wine programme measures as before – and, on the other hand, does not allow the amounts transferred from the wine envelopes to be allocated just to the vine growers. This aims to ensure the convergence of the value of all entitlements."@en1
