"I voted in favour of this report because the main objective of EU environmental policy is to reduce the amount of dangerous and harmful gas emissions and other emissions. Promoting energy efficiency is the best means of doing this. Energy efficiency may help to bring costs for efficient products and services down and increase the business opportunities for the industries involved. The decision adopted by the Heads of State in 2007 set the target of increasing energy efficiency by 20% and this is a key element of the 2050 Low Carbon Road map. In order to achieve this target, the Member States should deliver national action plans, which are decisive and specific, and the Commission must have the right to assess and amend them. A European methodology should also be laid down based on a model allowing the different situation in the Member States to be assessed. A correction factor linked to the economic situation of the country should also be applied to avoid a situation where the model is difficult to implement for some countries and not decisive enough for others. It is worth mentioning that the objective of energy efficiency is not only inseparable from the regulation of the activities of every citizen and SME, but from the provision of incentives, such as the creation of an energy saving support system. However, national incentives need to be clearly defined so that they are not seen as illegal State aid."@en1
