"The Court of Justice of the European Union (CJEU) has been overloaded for a number of years now. Congestion in the courts of the European Union is very damaging both to EU citizens, who can no longer have justice administered within a reasonable period of time, and to the CJEU itself, with the quality of its judgments compromised due to its increased workload. Proposals to reform the organisation of the Court of Justice and of the General Court, as well as a change to the composition of the General Court, were submitted to improve the productivity of this institution. We are taking a step forward today by establishing our position at first reading on the organisation of the European Courts in Luxembourg. The action taken aims, in particular, to end the automatic participation of all the Presidents of the Chambers of five Judges in Grand Chamber cases, to adapt the quorums of the Chambers for greater flexibility, to establish the office of Vice-President to assist the Presidents of the Court and of the General Court, and to appoint a temporary judge in the absence of a judge who is prevented from participating in judicial business for an extended period of time.
