"The present structure of the Grand Chamber and the rules determining how it operates are the result of amendments introduced by the Treaty of Nice. At present, the President of the Court and the Presidents of the Chambers of five Judges have a very heavy workload. As a result of this workload, the Court has amended its Rules of Procedure to allow it to dispense with the oral procedure in intellectual property cases, while clarifying the status of interveners in such cases, thus allowing them to be dealt with more expeditiously. In these circumstances, I think an increase in the number of General Court judges is necessary in order to streamline the Court’s activity."@en1
