"I voted in favour of this own-initiative report by Parliament. We are therefore calling on the Commission to submit a proposal for a directive by January 2013, on the basis of a detailed report of the situation in the Member States. We believe that the forthcoming directive should allow all consumers legally resident in the Union access to a bank account to make any essential payment transactions, such as receiving income or benefits, paying bills or taxes and purchasing goods and services via both physical and remote channels. We should also like these accounts to be free of charge or to be offered at a reasonable cost. Every Member State should establish an upper limit for the total annual fees relating to opening and using an account and any additional fees should be transparent. Finally, we are proposing that Member States should be obliged to specify principles for sanctions to be imposed on providers for non-compliance with the basic payment accounts framework."@en1
