"This resolution results from a Committee on Petitions initiative and is based on a public petition on the protection of pets and stray animals. The resolution includes a range of concerns and recommendations expressed by petitioners, which we support: it calls on the European Union and the Member States to ratify the European Convention for the Protection of Pet Animals and to transpose its provisions into national legal systems.
It also calls on the Commission to put forward an EU legal framework for the protection of pets and stray animals, including rules for identifying and registering animals; stray animal-management strategies, including vaccination and sterilisation programmes; measures to promote responsible ownership; prohibition of unlicensed kennels and shelters; prohibition of the killing of stray animals without medical indication; and information and educational programmes in schools on animal welfare. We generally agree with these topics, which unquestionably represent animal-protection guidelines to follow. It falls to the Member States to incorporate these principles into their national legal systems in the way that will enable the most effective pursuit of the protection objectives set out, in line with their unique characteristics and specific situation in this regard, and taking into account the diversity of existing situations."@en1
