"Current forecasts for the opening up of the Russian market following its accession to the World Trade Organisation are contradictory. The motor-vehicle industry as a whole is expected to gain, on the one hand, but the exports of parts and components are expected to decline, on the other. Distortions in the market for motor-vehicle parts and components introduced by the Russian authorities are just cause for concern, not just for the EU sector, but also for political decision makers. Providing for a mechanism to compensate for a potential drop in exports to Russia could turn out to be, not just advisable, but necessary. It falls to the EU to monitor the implementation of this agreement clearly and in detail."@en1
