"I should like to start by congratulating Mr Capoulas Santos on his excellent report on the proposal for a Regulation of the European Parliament and of the Council amending Council Regulation (EC) No 485/2008 on scrutiny by Member States of transactions forming part of the system of financing by the European Agricultural Guarantee Fund. The Treaty of Lisbon has changed the old comitology system, thereby increasing the powers of Parliament, which now has the right to veto delegated acts. That system has been replaced by a two-tier system of delegated acts and implementing acts, so there needs to be an alignment with the existing body of legislation. All alignment exercises are fundamentally technical, but they include a certain political sensitivity and always elicit some controversy. I therefore welcome the fact that this issue has been debated in the European Parliament before the debate on reforming the common agricultural policy. I voted for this report and I am of the same view as that expressed in almost all the speeches regarding the need for Parliament to adopt a firm and cohesive stance on defending its role of scrutinising comitology, in line with its new status of co-legislator."@en1
