lpv:translated text	"The goal of this European Commission proposal is to amend Council Regulation (EC) No 1234/2007 on the single common market organisation (CMO) to the new provisions of the Treaty of Lisbon concerning the exercise of the Commission’s implementing powers. Fundamentally, the guiding principle is that a balance should be achieved between the need for the Commission to act efficiently and expediently, on the one hand, and the powers Parliament and the Council have under the Treaty of Lisbon with regard to the legislative process, on the other.
