"While eCall could be a beneficial and welcome demonstration of how smart technology can be used in vehicles to potentially save lives following an accident on any European road, there are many flaws in this report that have still not been adequately addressed. This system should be voluntary. European citizens who purchase a car should be given the choice to pay for this technology to be fitted along with the optional extras which are already offered by vehicle manufacturers. A mandatory introduction would mean increased vehicle costs for citizens who may not want this device fitted. There is also an issue regarding the infrastructure and the high levels of investment needed to ensure full coverage across the EU. There are still huge signal black spots at cross border areas and areas with low population density where this system is promoted as being most needed. There have been no answers forthcoming regarding these costs. These points must be addressed before the Commission considers bringing forward a legislative proposal on the introduction of eCall to new vehicles with a mandatory implementation date of January 2015."@en1
