"I have voted against the report because it does not provide adequate exemption for the fringe groups which are covered by the directive. The idea was to offer a far-reaching exemption for those groups of people whose main business is not driving, but who travel with materials or employees to their workplace. These groups will be put at too great a disadvantage by the current regulations. As these are primarily tradesmen with small or medium-sized businesses, this puts an excessive burden on one of Germany’s most important value-added sectors. I am strongly opposed to this."@en1
