"The establishment of a single European railway area has the aim of improving rail services by increasing competition, strengthening the powers of national regulators and enhancing the framework for investments in this sector. In this perspective, it is vital to guarantee, on the one hand, non-discriminatory access to train paths and service facilities and, on the other, transparency of prices set by independent national regulators. It is also necessary to separate and control accounts so as to ensure that railway undertakings, structurally linked to infrastructure managers, do not have an advantage over their competitors.
