In this sense, I believe that, if it is a public good, and a fundamental and universal right, we should therefore acknowledge that everyone should manage it as efficiently as possible.
There are different methods of management. I know where you are going with this Mr Ferreira, but the reality is that there are already ways and means of managing water both publicly and privately. In some cases, both are good, and in other cases, both are bad. Therefore, I maintain the idea that water is a public good and a fundamental and universal right.
