lpv:translated text	"Madam President, ladies and gentlemen, the battle against genital mutilation continues. Politics and civic engagement must defeat this social scourge, which scars millions of women for life. The Union must treat this crime in a coordinated manner with uniform severity and penalties. Some partial success has already been achieved. The mutilations are, at last, considered a blight, a form of child abuse, a violation of human rights, and a form of gender-based violence. Great credit must go to the women of Africa for their courage in believing in a struggle that is often fraught with danger. Structural changes have now been made in the cultures of origin to recast the role of women. The problem has not died out, however, not even in the European Union, and these clan traditions are still perpetuated in clandestine fashion on too wide a scale. The institutions must not let up in their campaign against this blight, to eradicate this crime. That is why points 6, 7 and 8 of the resolution call on the Commission to take a series of steps to keep up the pressure in the war against this scourge. A global strategy to combat violence against women must include common actions against genital mutilations, including information, especially in education programmes for girls, in EU countries and third countries alike. We have endorsed this with our support for the resolution on the fight against female sexual mutilations perpetrated in the Union, as voted through with a large parliamentary majority in February 2009. I recall that I was the rapporteur, and I also recall, sadly, despite what the Commissioner has said today, that we still cannot intervene effectively enough to make this offence punishable to the same extent in all 27 Member States."@en1
