"The challenges currently facing Europe mean we need a guarantee of efficient, effective and reliable instruments which will enable us to meet these challenges. Hard times require difficult but emphatic decisions – we cannot continue to be torn between our ambitions and the need to make savings. I would like to stress that the EU budget should be a budget for investment. The right level of investment, based, in particular, on cohesion policy, will allow us to overcome the crisis and ensure that Europe enjoys growth, competitiveness and an accompanying high level of employment. I am certain that a strategic, transparent and sustainable budget will allow us to achieve these goals. By basing the EU budget to a large extent on own resources, in particular on a financial transaction tax, and by moving away from rebates and correction mechanisms, we will be able gradually to reduce the burden on national budgets while also making the EU budget fairer and more transparent."@en1
