I believe it is a major problem with cohesion policy that my home country could lose one-fifth of the support it receives. Therefore, where ‘capping’ is concerned, it is extremely important to define not only an upper ceiling, but also a minimum level, that is, a limit for the amount of funding a Member State can lose, because in the case of Hungary, we are talking about a 20-30% loss, which would be very difficult for the country to handle."@en1
