"Madam President, the fact that we are to have a Special Representative for Human Rights is extremely positive. Purely as an aside, I would be so bold as to say that it would be good if every individual country had a special minister with the title of Minister for Human Rights and Freedoms. We must nevertheless acknowledge that we have sometimes prioritised stability over human rights and freedoms. We also have to acknowledge that, whenever we have talked about democratisation, we have been eager to talk about multiparty systems instead of bringing up respect for human rights and freedoms in particular. There is no doubt, I am sure, that this representative will have a huge amount of work to do and will really have to tussle with one country or another. However, let us hope that this representative will truly be able to change the lives of some individuals, even if it might be difficult to tackle huge countries like China and India, for example. After all, this is ultimately what we mean when we talk about human rights and freedoms: the rights, respect and dignity of each individual. I am convinced that a great deal more can be done, and if there is something that this Chamber ought to be known for, it is precisely the fact that political decisions should be based on human rights and freedoms in particular."@en1
