"Against. The report brings confusion: confusing critical information infrastructure protection (CIIP), cybersecurity, and the security of networks with the fight against cybercrime – and beyond. CIIP protection is confused with the fight against cybercrime, itself assimilated to the fight against anything illegal committed with a computer. The report therefore inserts inappropriate references to infringement of IPR. This is contrary to the Internal Security Strategy Resolution (lead: Committee on Civil Liberties, Justice and Home Affairs, voted in May 2012, rapporteur Borsellino) which explicitly states that IPR enforcement is NOT a part of cybersecurity (e.g. measures on road safety cannot and should not address the problem that cars can be misused for bank robberies). Prioritising an unnecessary rapprochement with the US (while the EU is cooperating very successfully with other partners, e.g. Australia)."@en1
