"Mr President, I should like to congratulate our rapporteur, Mr Scurria, on an exceptional report and a job very well done during the European Year of Voluntary Activities and now in this report. Congratulations.
I should like to add to what has already been said, by saying that, despite the measures that we have proposed and despite the efforts made to date, there are still huge discrepancies between national levels of voluntary activities. In Austria and the Netherlands, we have approximately 30% voluntary participation, compared with the countries of southern Europe, where the rate is less than 15%. The same applies, of course, to the contribution of voluntary activities to each country’s GDP. In countries with high levels of voluntary activities, the contribution may be as high as 5%, compared with 0.3% in countries where there are low levels of voluntary activities. Thus, to those who say that, quite apart from the joy of participation and creativity offered by voluntary activities, we need to reduce voluntary activities because of the crisis, we say that, on the contrary, voluntary activities can also make an essential contribution to this sector too."@en1
