"For too long the European Union has turned a blind eye to neighbouring countries that show no respect for fundamental rights or democracy. Now that situation must change. Thanks to this resolution, respect for fundamental rights will be a non-negotiable pre-condition for granting macro-financial assistance to third countries. The funds received will have to be automatically reinvested in sectors linked to human rights. Parliament calls on the Commission, through the intermediary of the European External Action Service (EEAS), to monitor closely how the funds are used by neighbouring countries so as to ensure respect for human rights."@en1
