"Madam President, good levels of cooperation with the Member States of the European Economic Area (EEA) and the European Free Trade Association (EFTA) are very important to us. We enjoy a privileged relationship, which we wish to develop further in a highly positive way. However, this also means that both sides must adhere to existing agreements and, as the European Parliament and as Europeans, we must take care to ensure that no discrimination between the Member States of the European Union is allowed to creep in, whether in the interpretation of the wording of agreements, or in any other way. That is why I fail to understand the approach taken by the Swiss in applying the quota provisions that Switzerland is entitled to impose under the agreements. What we find unacceptable is that a distinction is made between Member States, in other words between the citizens of eight Member States of the European Union and the remaining States of the Union. This runs counter to the spirit of the European Union.
We are all equal and must all be treated equally. That is why we cannot accept a distinction in this case. The provisions of Article 10 of the 1999 Agreement relate to employed and self-employed persons from the European Community. This is stated clearly in the agreements and we must insist that all citizens of the European Community are dealt with equally.
This is the reason for our question to the European Commission regarding the status of discussions in this area with Switzerland. We would also ask you to clarify that we do not have first and second class citizens in the European Union and that the quota provision must apply to the European Community as a whole and that no distinction between citizens is permitted."@en1
