"Mr President, we have before us a report by Mr Gerbrandy, whom I should congratulate. Together with the road map, these may be the two best examples that show us the path we should and want to take in Parliament, and in the Commission as well, it seems. That path, however, is full of obstacles that are sometimes referred to as ‘crises’, or ‘austerity’, and at other times even as ‘subsidiarity’ – which is also being used as an obstacle – or ‘impossible taxation’. We should be clear on this. With this report, we are saying ‘enough is enough’; we have to learn from our mistakes, and there should be no more talk of obstacles. The best way to achieve what we want – sustainable development – is to be more efficient, to make better use of resources and not plunder them as we have done so far. Therefore, if we really do want an EU based on sustainable development, we call on the Presidency and the Commissioner to do the following: apply the taxes that are being suggested here; establish corrective measures to prevent the impact of austerity from bringing higher prices and food crises which, as always, hit the poor hardest; consider reduced VAT rates for secondary materials, because every little helps when it comes to reaching our goal of 100% recycling; help change the model by shifting the tax burden from the income derived from work to the income from speculative capital and to those activities that are less sustainable. In short, we are calling for them to be proactive, committed and demanding. Some Member States are cutting back on research, renewable energies and health care, as Spain is doing, which is slowing down the Europe 2020 agenda.
