"Mr President, almost a year after the independence of South Sudan, the violence of the relationship between Sudan and South Sudan has worsened, as some of us predicted. Accusations, attacks and retaliation are impeding the resolution of outstanding issues, particularly the sharing of oil resources, the constitutional status of Abyei and the demilitarisation of the border areas. The European Union, which invested so much in peacefully resolving the conflict by separating the two states, now has an obligation to engage immediately in implementing the road map for the cessation of hostilities adopted by the African Union, with the support of the United Nations Security Council. Following up on the electoral missions in the north and south must not cease to be one of the European Union’s objectives, nor must the surrender of President Omar al-Bashir to the International Criminal Court. Democratic change in the north of Sudan depends on that.
The excellent work of the High Representative must be duly consolidated by a Herculean effort to build the capacities of South Sudan’s government. Without this, no peace efforts will really make a difference to the peoples of the region. The EU must also properly support the work of humanitarian organisations in the region, which have encountered many difficulties in providing support for thousands of displaced people and victims of the conflict."@en1
