Oil slicks are major environmental disasters that must be mitigated and managed, thus, I wholeheartedly agree that an appropriate way of controlling risk of spillage is via the international adoption of double-hulled vessels. However, the proposal enables such a broad scope of legislative power to be subsumed by the Commission without significant recourse to the Parliament and the Council that it would be in contradiction to my sentiments to support the draft legislation."@en1
