"It is true that in the last decade illegal, unreported and unregulated (IUU) fishing seems to have decreased, not least thanks to the countermeasures adopted by international institutions. However, it is a fact that we could consider incidental and absolutely temporary, compared with the general market trend. Pressure on this kind of fishing remains high, not least because technological advances have put fish-aggregating devices (FADs), costing next to nothing, at the disposal of a huge number of operators. It is reasonable to expect repeated episodes of non-selective fishing, including IUU fishing, especially in the outer areas of the Mediterranean and the Atlantic which are politically unstable and therefore suffer setbacks on the path of economic and civil development. The significant discrepancy between the declared volume of fish and that sold on the market demonstrates, if proof were needed, that we have not yet achieved a balanced and rational system to exploit this resource. From a technical point of view, I am well aware that we do not have an alternative to transposing the amendments to the ICAAT plan, to which objections have not been tabled. I do, however, wish to register my support for the report."@en1
