"The European citizens’ initiative is a major and innovative democratic tool. In order for this instrument to make sense and actually enable European citizens to shape and participate in the European public debate, the conditions of its implementation are crucial. It was essential that the European Parliament’s regulation was amended so that citizens’ initiatives could be presented at public hearings. Parliament is quite rightly the most appropriate forum for this democratic exercise. The committee responsible for the subjects raised by the initiative will organise the public hearing. It is also important that the Committee on Petitions be involved with the public hearings because of its expertise and the complementarity of its activities with the citizens’ initiatives projects."@en1
