"In favour. The second NLE report (under EP consultation) is based on Article 128(2) and is completely uncontroversial. The Commission proposal specifies a certain number of technical characteristics such as the number of stars in euro coins as well as information procedures between Member States related to coin issuance. A final agreement was reached on the COD file in which a few specifications on technical definitions are made as well as a provision requesting the Commission to conduct an impact assessment of the continued issuance of 1 and 2 cent coins. That impact assessment shall include a cost-benefit analysis which takes into account the real production costs of 1 and 2 cent coins set against their value and benefits as well as on the possible issuance of EUR 1 and EUR 2 banknotes. Following this impact, the Commission shall draft a report setting out the advantages and disadvantages of issuing EUR 1 and EUR 2 banknotes. In addition, each participating Member State may only issue one commemorative euro circulation coin every six months (rather than every year)."@en1
