"Discharge is the final approval of the EU budget for a given year. Following the audit and the finalisation of the annual accounts, it falls on the Council of the European Union to draw up a recommendation and then it is up to us, the MEPs, to decide whether or not to grant discharge to the Commission in respect of the implementation of the budget for the preceding financial year. This decision is based, in part, on a review of the annual accounts and on the Court of Auditors’ annual report. Discharge is therefore the political dimension of the external audit of the implementation of the budget. In Parliament, we voted this week on whether or not to grant discharge to the European institutions and agencies for 2010. We approved the Commission budget for 2010. However, we are calling on the Commission to reduce the error rate, which reached 7.7% in the areas of cohesion, energy and transport."@en1
