"Mr President, ladies and gentlemen, I voted in favour of the agreement addressing the need to strengthen transatlantic cooperation in fighting terrorism after the 11 September attacks.
I do not share the intransigent position taken by the rapporteur who, despite the positive opinion of the Commission Legal Service and of the Data Protection Working Party, has continued to assert that the agreement was unnecessary and disproportionate.
I am aware of the limits of this agreement and of the room for improvement; nonetheless I believe that its requirements in terms of data protection have greatly improved. The agreement obliges the US authorities to share their data analysis with the judicial authorities of the European Union, explaining in detail its permitted use, namely the fight against terrorism and transnational crime. I therefore believe that it would be unnecessary and detrimental to start new negotiations, at the risk of a rejection of the agreement which might deprive Europe of any law in this field."@en1
