"We, the Danish Social Democrats in the European Parliament, have voted in favour of the Teixeira report on the role of cohesion policy in the outermost regions of the European Union in the context of EU 2020. The report contains an array of good initiatives with a view to achieving intelligent, sustainable and inclusive growth in the EU’s outermost regions, as described in the Europe 2020 strategy. However, we do not support paragraph 10, which concerns the need, among other things, to adjust European taxation policies with a view to enhancing the competitiveness of the outermost regions’ economies. The wording of this paragraph is vague and could be interpreted as meaning that the EU can enact legislation concerning countries’ taxation policies. However, the Treaty sets clear limits for the EU’s competence in the area of taxation, and we believe these limits should be respected. The Group of the Progressive Alliance of Socialists and Democrats in the European Parliament does not support paragraph 14, either. This paragraph proposes that the special arrangements for the outermost regions in connection with the common agricultural policy (CAP) be retained. We believe that improving conditions for the EU’s outermost regions is not the purpose of the CAP as established by the Treaty. In practice, this means that agricultural policy funds are being used for general regional development, including the promotion of general employment, which is not the primary purpose of the CAP."@en1
