"The Heads of State or Government of the 27 EU Member States have agreed that the concerns of the Irish people expressed in the context of the amendment of the Treaty of Lisbon will be taken into account through the addition of a protocol to the Treaty. These concerns are in relation to the right to life, family and education, taxation, and security and defence. The matter has already been dealt with at a political level in the agreement reached at the meeting of the European Council on 19 June 2009. There is thus no need to convene an extra convention in respect of this. For that reason, I am voting in favour of this report. In my opinion, a convention on the Treaty of Lisbon should have been convened in any case, as was the case in connection with the planned constitution for Europe – but that was not what this report was about."@en1
