"The European Council of 19 June 2009 registered the various concerns of the Irish people, including those relating to taxation policy, the right to life, family and education, and the traditional policy of military neutrality. In this context, and in order to provide reassurance and give the Irish people guarantees, the European Council adopted three annexes to the Treaty, Annex 1 consisting of a legally binding decision of the Heads of State or Government that would take effect on the date when the Treaty of Lisbon enters into force. It was also agreed that the provisions of the decision would be set out in a protocol to be attached to the Treaties at the time of the conclusion of the next accession treaty. The signing of the Croatian accession treaty on 9 December 2011 made it necessary to add the planned protocol. Since the substance of the provisions proposed in the draft protocol has already been debated, resulting in political agreement at the European Council in 2009, I see no need to convene a convention for the addition of this protocol to the Treaty on European Union and to the Treaty on the Functioning of the European Union. I therefore support the recommendation to consent to the European Council’s proposal not to convene a convention."@en1
