"A decision of the European Council made three years ago provided the Irish people with legal guarantees in response to their concerns in relation to the right to life, family and education, taxation and, in particular, security and defence. In view of the fact that the Heads of State or Government also declared that the decision was legally binding and would take effect on the date of the entry into force of the Treaty of Lisbon, and that they had also agreed the substance of the provisions proposed in the draft protocol, the Council’s proposal not to convene a convention seems justified. The provisions of the protocol provide clear regulation of the most important issues covered in the understandings, so I welcome the decision in favour of examining the amendments to the Treaties.
I endorsed the recommendation on consent to the proposal not to convene a convention, and also the report on consultations concerning the draft protocol. I think that all political understandings reached in Council in relation to ratification of the Lisbon Treaty must be respected."@en1
