"Mr President, the report by Ms Lulling is a very important and very good report. However, in the current situation, it runs the risk of being misunderstood. It is about the greening of the tax system and, in particular, the energy tax system and the taxes on petrol and diesel as vehicle fuels. In this context, there will definitely be concerns in some countries that this report will lead to vehicle fuels, and particularly diesel, becoming more expensive, against the background of fuel prices that are already very high. It is true that the report makes it clear that this is not intended to happen today, but at a later date. The report also states, although somewhat vaguely, that there will be compensation for increases in diesel prices.
I believe that, in the interest of Ms Lulling and of our common environmental awareness and policy making, we should defer this report, so that we can look again at how we can clarify the situation with regard to diesel in particular. This is why I am tabling this motion. I understand that Ms Lulling is sceptical, but it would be in her interest and in that of her report if we could make the wording clearer and then submit it to Parliament at a later date."@en1
