"The Balkans are historically an essential strategic territory for Europe, and a European perspective would give this region a guarantee of future stability after the conflicts of the last two decades. I therefore welcome the European Council’s decision in March to grant Serbia candidate status, as it is a strategically important country for the enlargement policy as a whole. However, I believe that for negotiations to begin, Serbia absolutely must meet the conditions concerning the safeguarding of human rights and minorities, which have not been met in Kosovo in the last few years, and which are essential for entry into the EU."@en1
