"The idea of improving and enhancing cooperation in this area is, in itself, highly desirable: the regulation presented by the European Commission headed in this very direction; namely, it envisaged faster systems for the exchange of information, tighter controls and a serious fight against fraud and evasion. Nevertheless, during the parliamentary process, the Committee on Economic and Monetary Affairs thought it right to include a clear reference to the creation of a European fiscal union in the text. This reference was, and is, completely inappropriate, since greater administrative cooperation in the field of excise duties is quite different to the significance, including in political terms, of a European fiscal union. I tabled an amendment to remove this reference, but unfortunately, the majority of this House voted against it. Therefore, although I support the objectives and much of the substance of the text, I voted against the resolution since I do not believe it right to include clear political indications in what is, first and foremost, an administrative agreement."@en1
