"In favour. Among other things, the report mentions that one of the factors that have slowed down progress in terms of results is the top-down nature of the process. The process was first created by the political will of national governments; only in the second phase did it progressively involve leaders of academic institutions within the European University Association (EUA), and the process has yet to be fully integrated into European universities, students and families. A radical change and more complete involvement of all the stakeholders in the management of its goals, and in identifying new measures to support it, are therefore required.
Another aspect of the ‘unfinished governance’ of the process is the fragmented actions taken by individual Member States. The small budget provided for achieving the objectives is one reason for part of that same criticism: the illusion that the Bologna process could be achieved at no cost."@en1
