"Like the rapporteur, I believe the creation of a European Higher Education Area is, without doubt, one of the outstanding achievements of EU history. Unfortunately, this reform is unfinished, which is very much because of a lack of genuine involvement from all the stakeholders – the education sector/legislators – in implementing the Bologna process. The rapporteur identifies a number of problems. First off, the top-down approach; that is, the imposition on universities by the Member States/the EU of models developed in advance without the full involvement of the main players in the education process. Other problems identified are the lack of links between higher education establishments and the labour market, higher education students’ lack of mobility within the EU, and the problems with mutual recognition of university degrees within Europe. Unfortunately, the economic and financial crisis can currently be added to the aforementioned problems, which has led many Member States to cut their education budgets. Nevertheless, I consider reinforcing the Bologna process absolutely crucial to achieving the targets of the Europe 2020 strategy. Naturally, the EU must play a key role in its effective implementation. That is why I voted for this report."@en1
