"Today, less than 5% of books are accessible to the blind, the visually impaired and people suffering a reading disability in Europe, and less than 1% in the rest of the world, where there is a so-called ‘book famine’ for those who are being deprived of their right of access to culture. Negotiations are currently under way at the World Intellectual Property Organisation to establish an international treaty on the limitations and exceptions to copyright, in order to improve the cross-border circulation of books available in an accessible format. These negotiations are currently being blocked. I therefore voted resolutely in favour of this resolution, which aims to break the deadlock, to guarantee these people’s fundamental right of access to culture. In this specific case, the laws protecting copyright should not constitute a discriminatory barrier, preventing these people from accessing cultural products."@en1
