"I voted in favour of this resolution because organisations that represent blind persons in Europe and worldwide have forwarded a proposal for an internationally binding treaty to apply a targeted exception to copyright. At the same time, the European Commission and Council propose that agreements should be concluded between stakeholders in the European Union and that a non-binding recommendation be drawn up. European blind societies are not satisfied with this proposal. There is, at present, no legal standard for an exception to copyright for cross-border distribution of formats adapted for print-disabled persons. I therefore asked the Commission during the discussion whether or not it considers it essential to amend copyright legislation in order to change the current situation, which would facilitate the sharing of book collections throughout the EU and beyond without infringing these laws. I called on the European Commission and the Council to adopt a binding Books Without Borders treaty, which would enable the blind and visually impaired to share books published in special formats worldwide. We must combat discrimination against people with disabilities even more resolutely and remove existing barriers to their inclusion. This has the approval of the World Intellectual Property Organisation, which is why the Commission and the Council should also support this binding treaty."@en1
