It also commends the fact that the Annual Growth Survey strongly emphasises the need to implement measures that enhance growth, as the guidelines agreed at EU level have not been implemented by the Member States, which has often prevented the measures adopted from fulfilling their full potential in achieving the Europe 2020 strategy objectives.
